Money Bill
A Money Bill exclusively deals with taxation, borrowing, expenditure from the Consolidated Fund, or financial guarantees. The Speaker certifies whether a bill is a Money Bill. The National Assembly has limited power over Money Bills.
A Money Bill is the purest form of financial legislation — ONLY about taxes, spending, or borrowing. The Speaker decides if a bill qualifies as a Money Bill (a powerful decision). The upper house (National Assembly) can suggest changes but CANNOT block it — if they don\'t return it within 15 days, the HoR proceeds without them.
