Introduction of Bill

A Bill may be introduced in either House of Parliament, except Money Bills which must originate in the House of Representatives. Government Bills are introduced by a Minister; private member Bills by any MP.

💡 Plain Language Explanation

Any MP can propose a new law (private member\'s bill), but most bills come from ministers (government bills). Regular bills can start in either house, but Money Bills (taxes, spending) MUST start in the HoR — the elected house controls the purse. This ensures the people\'s representatives have first say on financial matters.
