Introduction of Bill
A Bill may be introduced in either House of Parliament, except Money Bills which must originate in the House of Representatives. Government Bills are introduced by a Minister; private member Bills by any MP.
Any MP can propose a new law (private member\'s bill), but most bills come from ministers (government bills). Regular bills can start in either house, but Money Bills (taxes, spending) MUST start in the HoR — the elected house controls the purse. This ensures the people\'s representatives have first say on financial matters.
विधेयक दुवै सदनमा प्रस्तुत गर्न सकिन्छ। अर्थ विधेयक प्रतिनिधि सभामा मात्र सुरु हुन्छ।
Allows both government and individual MPs to propose legislation.
Private member bills rarely pass in practice — government dominates the legislative agenda.
