Art. 87 · Part 8
Tenure of HoR
प्रतिनिधि सभाको कार्यकाल
💡Highlight any phrase below and we'll explain what it means.
Original Text
The tenure of the House of Representatives shall be five years from the date of its first meeting. The President may dissolve the HoR on recommendation of the PM.
💡 Plain Language Explanation
Parliament lasts exactly 5 years from its first sitting — then new elections must happen. The PM can recommend dissolution earlier (snap election), but this is a drastic step. Once dissolved, elections must be held within 6 months. Nepal\'s frequent dissolutions (2002, 2012, 2021) show this power has been controversial.
🇳🇵 नेपाली व्याख्या
प्रतिनिधि सभाको कार्यकाल ५ वर्ष। प्रधानमन्त्रीको सिफारिसमा राष्ट्रपतिले विघटन गर्न सक्छन्।
✅ Good Aspects
Fixed 5-year term provides stability and predictability.
⚠️ Concerns
PM\'s dissolution power has been abused — Oli dissolved Parliament twice in 2020-21, both struck down by SC.
