Appointment of Prime Minister

प्रधानमन्त्रीको नियुक्ति
Original Text

The President shall appoint the leader of the parliamentary party commanding a majority in the House of Representatives as Prime Minister. If no party has majority, the party with largest number of members forms government.

💡 Plain Language Explanation

RSP won 182 of 275 seats in 2082 - a clear majority. Balen Shah as RSP's leader has constitutional right to become PM. 275/2 = 138 = simple majority threshold. 184 = two-thirds supermajority for constitutional amendments. RSP at 182 is just ONE seat short of that.

✅ Strengths

Clear stable government formation. Strong RSP mandate means stable 5-year governance possible.

⚠️ Concerns

With near-supermajority, oversight of ruling party weakened. Opposition capacity limited.
