The form of government of Nepal shall be multi-party, competitive, federal, democratic, republican, parliamentary form of government based on pluralism.

Parliamentary democracy - the Prime Minister comes from parliament, is accountable to parliament, and loses power if parliament votes against them. Citizens vote for MPs, who then form/change governments. Nepal explicitly chose parliamentary over presidential system.
