All laws in force at commencement shall remain in force until amended or repealed. All employees of federal government shall continue. Existing courts continue.
💡 Plain Language Explanation
When the 2015 constitution came into force, Nepal needed a smooth transition. All old laws remained valid until replaced. All government employees kept their jobs. Old courts continued operating. This prevented a governmental vacuum during the transition to federalism - which was completed by 2022 with local elections.
