Art. 234 · Part 20

Inter-Provincial Coordination

प्रदेश-प्रदेश समन्वय
Original Text

Provinces shall maintain mutual cooperation and coordination. Disputes between provinces shall be resolved through negotiation or referred to the federal government.

💡 Plain Language Explanation

What happens when Province 1 and Province 2 disagree about shared river water, boundary issues, or migrant labor? They must first try to negotiate directly. If that fails, the federal government mediates. This prevents provincial rivalries from escalating into constitutional crises — crucial in a new federal system.

🇳🇵 नेपाली व्याख्या

प्रदेशहरूबीच पारस्परिक सहयोग अनिवार्य। विवाद वार्ताबाट नभए संघीय सरकारमार्फत समाधान।

✅ Strengths

Structured dispute resolution prevents provincial conflicts from destabilizing the federation.

⚠️ Concerns

No formal mechanism exists yet — most inter-provincial disputes remain unresolved.
