There shall be cooperation, coordination and coexistence among the Federation, States and Local Levels. Disputes shall be settled through the Supreme Court or through political dialogue.

The three government tiers must cooperate - not compete. When they disagree on who has authority (e.g., who controls a forest or a river), they first try to negotiate. If that fails, they can go to court. An Inter-State Council (PM + Chief Ministers) meets to coordinate.
