Revenue shall be shared between the local government and wards within it as provided by local law and the recommendations of the fiscal commission.

Local governments share revenue downward with their wards. Each ward gets a portion of the municipal budget for its own priorities. The National Natural Resources and Fiscal Commission recommends sharing formulas. This is the final level of fiscal federalism — money flowing from Kathmandu → Province → Municipality → Ward.
