Local Coordination
Local governments shall coordinate with federal and provincial governments, and with neighboring local governments, on matters of common interest.
No local government is an island — they must coordinate upward (with province and center), downward (with wards), and sideways (with neighboring municipalities). If two municipalities share a river, they coordinate water management. If a highway crosses multiple jurisdictions, they coordinate maintenance. District Coordination Committees facilitate this inter-local coordination.
