Provincial Revenue Distribution
Revenue sharing between the Province and local governments within it shall be as provided by provincial law, based on recommendations of the Provincial Revenue Sharing Commission.
Provinces don\'t keep all their revenue — they must share with local governments (municipalities, rural municipalities) within their borders. A Provincial Revenue Sharing Commission recommends how much goes to which local government. This is federalism\'s second tier: just as the federal government shares with provinces, provinces share with locals.
