Art. 198 · Part 15
Procedure for Passing Provincial Bills
प्रदेश विधेयक पारित प्रक्रिया
Original Text
Bills in the Provincial Assembly are passed by majority vote. The Speaker certifies the passed bill and forwards it to the Provincial Chief for assent.
💡 Plain Language Explanation
A provincial bill passes when a majority of members present vote yes. The Speaker certifies it and sends it to the Governor, who must sign within 15 days. If the Governor sends it back with objections, the assembly can pass it again and the Governor must then sign. The assembly always has the last word — the Governor cannot permanently block legislation.
🇳🇵 नेपाली व्याख्या
बहुमतले पारित भएपछि सभामुखले प्रमाणित गरी प्रदेश प्रमुखमा पठाउँछन्। १५ दिनभित्र प्रमाणीकरण।
✅ Strengths
Clear procedure with defined timelines prevents legislative delays.
⚠️ Concerns
Majority-party dominance means bills can pass with minimal scrutiny from opposition.
