Art. 186 · Part 15
Voting in State Assembly
मतदान
💡Highlight any phrase below and we'll explain what it means.
Original Text
All questions submitted in the State Assembly shall be decided by majority vote. The presiding member does not vote except in case of tie.
💡 Plain Language Explanation
Simple majority (50%+1) decides most provincial matters. The person chairing the session doesn't vote unless there's a tie (then they cast the deciding vote). This ensures clear outcomes rather than endless procedural gridlock.
🇳🇵 नेपाली व्याख्या
प्रदेश सभामा सबै प्रश्न बहुमतद्वारा निर्णय। अध्यक्षता गर्नेले बराबर मत भएमा निर्णायक मत हाल्छन्।
✅ Good Aspects
Clear majority rule prevents gridlock.
⚠️ Concerns
Provincial assemblies without effective opposition have made serious governance errors unchecked.
