Provincial Consolidated Fund

प्रदेश सञ्चित कोष
💡Highlight any phrase below and we'll explain what it means.
Original Text

All revenues received by the Provincial Government, loans raised, grants from federal government, and other moneys shall be credited to the Provincial Consolidated Fund.

💡 Plain Language Explanation

Just like the federal government has ONE bank account (Federal Consolidated Fund), each province has its own Provincial Consolidated Fund. ALL money coming in — provincial taxes, federal grants, loans — goes into this single fund. No secret provincial accounts. Every rupee is tracked. Spending requires Provincial Assembly approval.

🇳🇵 नेपाली व्याख्या

प्रदेश सरकारको सम्पूर्ण आय — कर, अनुदान, ऋण — प्रदेश सञ्चित कोषमा जम्मा हुन्छ।

Good Aspects

Single-account system for provincial finances mirrors federal transparency standards.

⚠️ Concerns

Provincial funds are small; over 70% of provincial revenue comes from federal fiscal transfers.
