Provincial Consolidated Fund

All revenues received by the Provincial Government, loans raised, grants from federal government, and other moneys shall be credited to the Provincial Consolidated Fund.

Just like the federal government has ONE bank account (Federal Consolidated Fund), each province has its own Provincial Consolidated Fund. ALL money coming in — provincial taxes, federal grants, loans — goes into this single fund. No secret provincial accounts. Every rupee is tracked. Spending requires Provincial Assembly approval.
