Courts to Exercise Powers of Justice

Powers relating to justice in Nepal shall be exercised by courts and other judicial bodies in accordance with the Constitution, laws, and recognized principles of justice.

ONLY courts can deliver justice — no police, military, or politician can punish anyone without a court verdict. This is the foundation of rule of law: the executive arrests, but only the judiciary convicts.
