The territory of Nepal shall consist of the territory existing at the commencement of this Constitution. Boundary adjustments only by Parliament with two-thirds majority.
💡 Plain Language Explanation
Nepal's borders are fixed at what existed when the Constitution took effect (Sept 20, 2015). Changing borders requires a 2/3 parliamentary vote — an extremely high bar.
